Colony designations on ring worlds now provide +10% pop growth and assembly speed (this can be multiplied through planetary ascension). Basically you use shattered ring's trade district to spam merchants, and since merchants are rulers shadow council boosts the output of your ruler jobs by 10%, combined with Xenophile and Thrifty you can get an insane amount of trade value. The special ones require various early game techs to remove. Ontop of being just strong overall, there are some quirks you can exploit to be even more overpowered.
